Responsibilities

SS (Admn & Estt)

 – Supervision of JS (Admn & Estt). Custodian of CR for DPC Ministerial &
   Technical (Lower), HBA documents; and the duties assigned by the superior
   officers from time to time.

SS (Accounts & Vigilance)

 – Supervision of JS (Accounts), exclusive supervision of E6(A), E6(B), E6(C);
   and the duties assigned by the superior officers from time to time.

JS (Admn & Estt)

 – Supervision of E1, E2(A), E2(B), E3, E4, E4(B), E5, E7, E8, E9, E10, E12
   and administrative matters of E11 & E20.
 – Monitoring and timely disposal of Tappals & verification of Personal Register
   as per MOP.
 – Timely preparation of Administrative Reports.
 – Attending meetings in Internal & Government level.
 – Preparation of minutes of all meetings chaired by MD including review meetings of
   administrative wing and action taken report for review meeting and board meetings.
 – Filing statement of facts in time and other related matters of Hon`ble High
   Court of Kerala and other court cases.
 – Timely submission of agenda, DPC notes; and the duties assigned by the
   superior officers from time to time.

JS (Accounts)

 – Maintaining Cash Book and other periodicals related to cash transactions
   as per rules.
 – Bank Reconciliation.
 – Monthly Accounts.
 – Punching System of all employees in Head Office.
 – Supervision of E11, E15, E16, E17, E19, E20; and the duties assigned by the
   superior officers from time to time.

 – Pay Revision, Pension Revision & other allowances related matters.
 – General correspondence towards the regularization of provisional employees &
   physically challenged employees issued by Govt from time to time and its related
   matters.
 – General correspondence with Government & general matters of KWA administration.
 – State level co-ordination, implementation training & further developments related
   with e-Office, GainPF, GSPARK, GSCORE, PRISOM, DDFS, ERP etc.
 – Proposal preparation for administrative IT solutions & coordinating
   administrative part of KWA IT solutions.
 – Right to Service Act, Woman’s Complaints Redressal, Trade union recognition.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta, court cases in the above said matters; and
   the duties assigned by the superior officers from time to time.

E2(A) Section

 – All correspondences related to promotion, LWA, preparation of seniority list & allied
   matters related to Executive Engineer, Assistant Executive Engineer, Head Surveyor.
 – Appointment, regularization of Surveyors.
 – Institutional strengthening activities, creation, abolishing and formation of offices,
   shifting of posts, restructuring and rationalization of KWA offices.
 – Facilitating the convening of Departmental Promotion Committee for preparing
   select list to posts of EE (DPC-Higher) & AEE (DPC-Lower).
 – Pro Rata Pension calculation of prior service and Statutory Pension sanctioning for
   the employees those who entered from other department service eligible for
   Statutory Pension and joined in KWA after the implementation of NPS.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta, court cases in the above said matters; and
   the duties assigned by the superior officers from time to time.

E2(B) Section

 – All correspondences related to appointment, promotion, LWA, preparation of
   seniority list & allied matters related to Senior Administrative Officer, Internal Auditor,
   Administrative Officer/ Accounts Officer, Senior Superintendent/ Revenue Officer &
   Divisional Accountants Officer.
 – Facilitating the convening of Departmental Promotion Committee for preparing
   select list to posts of Sr.AO, IA, AO, SS (DPC-Higher) and DAO (DPC-Lower).
 – Pro Rata Pension calculation of prior service and Statutory Pension sanctioning for
   the employees those who entered from other department service, eligible for
   Statutory Pension and joined in KWA after the implementation of NPS.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta, and court cases in the above said matters; and
   the duties assigned by the superior officers from time to time.

   the employees those who entered from other department service, eligible
   for Statutory Pension and joined in KWA after the implementation of NPS.

 – Pro Rata Pension calculation of prior service and statutory pension sanctioning for 
   the employees those who entered from other department service, eligible
   for Statutory Pension and joined in KWA after the implementation of NPS.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta, court cases in the above said matters; and

E4(B) Section

 – All administrative matters related to appointment, promotion, LWA, preparation of
   seniority list & allied matters related to Overseer Grade III & D’ Man Grade II.
 – Preparation of TA bills in respect of Board members, all GO’s, NGO’s and LTC.
 – Pro Rata Pension calculation of prior service and statutory pension sanctioning for 
   the employees those who entered from other department service, eligible
   for Statutory Pension and joined in KWA after the implementation of NPS.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta, court cases in the above said matters; and
   the duties assigned by the superior officers from time to time.

E6(B) Section

 – All correspondences related to KCS(CCA) Rules and KGS, Conduct Rules,
   compliant received via VACB (except surprise check of VACB), LAR for all type
   of staff under CE(CR).
 – Annual Landed Property statement, sanction for movable and immovable property.
 – All General complaints (GCC). 
 – General complaints related to Sutharya Keralam, Janamitra etc. & general
   correspondence, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta and court cases in the above said matters;
   and the duties assigned by the superior officers from time to time.

E6(C) Section

 – All correspondences related to KCS(CCA) Rules and KGS, Conduct Rules,
   compliant received via VACB (except surprise check of VACB), LAR for all type
   of staff under CE(NR) and the offices under PH Circle, Pathanamthitta.
 – General complaints, RTI, Legislative Petitions Committee, CMO Portal complaints,
   Suo motto cases of HRC, Lokayukta and court cases in the above said matters; and
   the duties assigned by the superior officers from time to time.

   level implementation.

 – Maintaining of Service Book, updating of G-SPARK of NGO’s such as JS/ HC/ UDC/
